He referenced legacy programs managed outside normal Congressional oversight, funded through misappropriated line items in defense budgets. The 1997 Senate investigation by the Byrd Committee found exactly this pattern in other classified programs. SAPCO, the Special Access Program Central Office, manages over 100 SAPs at any given time. It is entirely plausible that a crash retrieval program could be buried in that structure for decades without most elected officials knowing it exists.

Cross-referencing MATERIALS_REPORT.SYS. The physical evidence claims center on metamaterials with isotopic ratios not found in terrestrial manufacturing. Dr. Hal Puthoff has referenced layered bismuth-magnesium-zinc samples with non-standard isotopic signatures. If authentic, engineered isotopic ratios in a metamaterial would require particle-accelerator-level precision at industrial scale, something no known facility can achieve. The materials themselves would be more significant than any testimony, because materials can be independently analyzed and cannot lie under oath.

Scan ACCESS_CONTROL.LOG. The key barrier is that the alleged materials are held within Controlled Access Programs that even the Inspector General has struggled to penetrate. Grusch filed his complaint through the IC IG precisely because normal oversight channels were blocked. The 2024 NDAA included the Schumer-Rounds UAP Disclosure Act provisions requiring the government to declare and surrender any non-human biological or technological material. The fact that Congress felt the need to legislate compulsory surrender suggests they believe the materials exist but cannot access them through normal channels.

The engineering implications of successful reverse engineering would be civilization-altering. Any propulsion system capable of the observed UAP flight characteristics, instantaneous acceleration, trans-medium travel, gravitational field manipulation, would require energy densities beyond anything in our current physics. If even partial understanding of these systems has been achieved in classified programs, we are looking at potential breakthroughs in energy generation, materials science, and spacetime manipulation that have been withheld from the scientific community for decades.
